Preheat oven to 175°C. Grease and line three 8-inch round cake pans with parchment paper.
Whisk flour, cocoa, baking soda, baking powder, salt, and sugar in a large bowl.
In another bowl whisk eggs, buttermilk, cooled coffee, oil, and vanilla until combined.
Fold wet into dry until just smooth. Divide evenly among pans. Bake 30–35 min until a skewer comes out clean. Cool completely.
Heat cream until steaming, pour over chopped dark chocolate. Let sit 2 minutes, then stir until silky. Cool until spreadable.
Layer cakes with ganache between each tier. Coat outside with remaining ganache. Decorate with milk chocolate chips.
